What does "Active STVs by SMS" do? What's used for?

Active STV means Special Tariff Voucher. It is an option implemented by BSNL to allow customers to activate subscription modes through SMS confirmation rather than visiting the shop or calling the carrier support. Since it's provided as an offer, the price for activating is lower than the real price.
If the phonebook is not available, try putting the SMS into your phone then copy the contacts on SIM and next time the application is started, the contacts will be visible then you can use them to send SMS or call.
I currently use VISIONTEK 82GH 3G USB Modem in Windows 7 OS. I tried to use my Visiotek driver in Windows 8 in my friend's PC, but after the software is installed and my drive detected with full network availability I receive an error when I click to connect. It says "There is not phonebook entry" in Windows 8 OS. I am going to upgrade my PC to Windows and I wonder if I update my OS, will the error be the same? I want a solution for this. Can you help?

Try to install the software and its drivers in compatibility mode. You can apply compatibility to Windows 7, then install the drivers using Device Manager. From my understanding, the application can't find the APN to connect to. You might need to configure the software before you can use it.
